Child Protection Policy

Effective Date: 23 September 2026 · Scope: Binding for all staff, volunteers, field workers, and institutional partners of Altyn Uya Public Foundation.

This policy is founded on the Children’s Code of the Kyrgyz Republic, the UN Convention on the Rights of the Child, and international ethical humanitarian standards (the Dóchas Code of Conduct on Images and Messages and Bond’s standards).

1. Guiding Principles & Philosophy

Altyn Uya Public Foundation regards safeguarding the best interests, safety, dignity, and privacy of every child as its highest institutional priority. Marketing poverty, using sensationalised vulnerability, or treating children as fundraising commodities is strictly incompatible with our values.

2. Field & Photography Protection Standards

  • Eye-Level Principle: Cameras must always be positioned at the child’s eye level; downward angles that convey weakness or inferiority are prohibited.
  • Dignified Representation: Solitary, crying, or helpless close-ups are never published. Children are documented engaged in normal activities, classes, play, or family settings.
  • Location Confidentiality: School names, exact addresses, streets, and medical details remain strictly confidential. GPS services are disabled on recording equipment.
  • Identity Privacy: Full names are never published. When appropriate, pseudonyms are used with the footnote “name changed for privacy”.

3. Informed Consent Protocol (6 Steps)

  1. Prior Consent: Written or witnessed informed consent is obtained from parents or legal guardians before recording.
  2. Transparent Explanation: Families are informed where and how images will be shared globally.
  3. No Pressure: Consent is never a condition for receiving assistance. Families declining consent receive full support unconditionally.
  4. Preview: Where feasible, materials are shown to families prior to public release.
  5. Right of Revocation: Consent may be withdrawn at any time; materials will be taken down within 30 days.
  6. Secure Archiving: Consent forms are securely preserved in encrypted foundation records for 5 years.

4. Vulnerable Circumstances & Safe Protocols

Identifiable photographs of children suffering trauma, acute illness, or legal protection proceedings are never published under any circumstances. In these cases, symbolic graphics or artistic illustrations are employed.

5. Data Security & Contact

Media files are stored exclusively on secure encrypted systems and are not kept on personal phones or unsecured public clouds.
