1. Public Donation Offer, Legal Entity Details & Scope of Programmes

This document constitutes the official Public Donation Offer (Публичная оферта) of “Altyn Uya” Public Foundation pursuant to Article 509 of the Civil Code of the Kyrgyz Republic (Donations) and the Law of the Kyrgyz Republic “On Philanthropy and Charitable Activities”, governing voluntary charitable contributions made via altynuya.org (and its subdomains).

Programme Fulfilment & Reporting: All items listed on our website (General Donation, Student Sponsorship, School Kit, Winter Coal Support, Bereke Food Box, Clean Water Wells, and Qurban proxy offerings) represent non-commercial charitable contributions. Once your payment has been received and confirmed (for card payments, a digital donation receipt is generated immediately; for bank transfers, a donation confirmation is sent by email once the transfer has reached our account), the funds are allocated to the designated field programme in Kyrgyzstan with progress updates shared via email or WhatsApp.

2. Payment Methods & Freedom Pay Security Standards

Donations on our website can be made by bank card or mobile wallet through Freedom Pay, or by bank transfer to the Foundation’s accounts. Online card and digital wallet donations are processed securely through Freedom Pay (LLC “Freedom Pay Kyrgyzstan” / ОсОО «Фридом Пэй Кыргызстан»), a payment organisation licensed by the National Bank of the Kyrgyz Republic.

Card and mobile wallet payments (Freedom Pay)

Accepted Payment Methods: International Visa and Mastercard debit/credit cards, the national payment card Elkart (Элкарт), and mobile banking / e-wallets (MBANK, Elsom, O!Dengi, Balance.kg).
PCI DSS Level 1 & 3D Secure Protection: Cardholder details (card number, expiry date, CVV2/CVC2) are entered directly on Freedom Pay’s encrypted payment gateway using 256-bit SSL/TLS encryption and PCI DSS Level 1 security compliance. Every card transaction is authenticated via 3D Secure (Verified by Visa, Mastercard Identity Check, Elkart 3D Secure).
Zero Card Data Storage: Altyn Uya Public Foundation never views, collects, processes, or stores your bank card numbers or security codes on its servers.
Donation Receipt: After a successful card or wallet payment, a digital donation receipt is generated immediately and a confirmation is sent to your email.

Bank transfer

How to donate: Add your donation item to the basket and choose “Bank transfer” at checkout. We send our account details (KGS, USD and EUR accounts and SWIFT) by email and WhatsApp (+996 773 444 499). Please write your name and order number in the transfer reference. Once the transfer has reached our account and been confirmed, we send a donation confirmation by email.
Official Account Details: Our account details are sent only through the channels above; account details received from any other source should not be trusted.

Transaction currency

The TRY, KGS, USD, EUR and RUB amounts shown on the site are for information only. For card payments, acquiring settlements are processed in Kyrgyzstani Som (KGS) and the amounts are converted at the rate applied by your card-issuing bank or the card network at the time of payment. For bank transfers, the amount credited to our account and the exchange rate are determined by the rate applied by the sending bank, and the donation is recorded in Kyrgyzstani Som (KGS) once the transfer reaches our account. Bank fees, commissions and exchange-rate differences are borne by the donor.

3. Donation Cancellation & Refund Policy

Guided by transparency and donor trust, Altyn Uya Public Foundation reviews refund requests made in the event of an accidental amount, a duplicate payment, a technical error, or a cancellation requested before the charitable activity (such as a Qurban sacrifice or a physical aid distribution) has started.

Refund Request Window: Donors may request a refund within 15 (fifteen) calendar days of the payment or transfer date by contacting us at altynuyakg@gmail.com or via WhatsApp at +996 773 444 499.
Review Timeline: Our finance team reviews each request within 3 (three) business days and informs the donor of the outcome.
Donations Already Carried Out: Once a donation item has started to be carried out in the field (for example, the Qurban has been sacrificed or the coal has been distributed), it can no longer be refunded.

Refunds for card payments

Information Required: Please include the donation reference number, date, amount, and the last 4 digits of the payment card (the masked card number).
Mandatory Return to Original Card: In compliance with international card network regulations (Visa, Mastercard, Elkart) and anti-money laundering laws, refunds for card transactions are returned exclusively to the exact same bank card used for the original payment. Once a refund request has been approved, the refund instruction is submitted through Freedom Pay. Cash payouts or transfers to third-party cards or bank accounts are not made.
Bank Settlement Time: Once processed via Freedom Pay, the refunded amount appears on the cardholder’s statement within 3 to 10 business days, depending on the issuing bank.

Refunds for bank transfers

Information Required: Please include the sender’s full name, the transfer date and amount, the transfer receipt and the account details to which the refund should be sent.
Refund to the Sender Only: A refund is made only to the account the donation came from, that is, to the original sender. Cash payouts and transfers to third-party accounts are not made. Bank charges may be deducted from the refunded amount.
Bank Settlement Time: Once a refund has been approved and sent, the time it takes to appear on the account depends on the banks involved.
